On the same November day the infrastructure bill was signed, legislation (H.R. 5965, The Clean Hydrogen Deployment Act of 2021) to create a clean hydrogen R&D program at the Department of Energy to advance clean hydrogen in the private sector was introduced by the House Energy and Commerce subcommittee. While clean electricity should decarbonize approximately 80 percent of carbon emissions, sectors that are more difficult to decarbonize, such as industry, power, and heavy-duty transportation will need other approaches that clean hydrogen may be more suited for.
